Berkeley hills: defensible space, inspections, and tree permits

The Grizzly Peak and Panoramic Hill mitigation areas (about 1,400 parcels), plus the rest of the Very High zone from Claremont to Tilden: narrow roads, closed oak-bay canopy, eucalyptus on the ridge, 1923 and 1991 fire history.

Who inspects, and what they look for

Berkeley Fire WUI Division runs appointment-based annual inspections required in the mitigation areas and the Very High zone. Zone 0 was adopted into the municipal code on June 17, 2025, and the first full Zone 0 inspection cycle began in May 2026 — Berkeley is enforcing its own Zone 0 regardless of the state rule's status. The EMBER ordinance (effective January 1, 2026) requires removal of all vegetation except mature trees in the 0–5 ft zone in the mitigation areas; the 2026 FireSafe Berkeley Landscape Guide lists Italian cypress, acacia, eucalyptus, pine, thuja, juniper, bamboo, rosemary, pampas grass, broom, and gorse as recommended Zone 1 removals. 510-981-5620, wildfire@berkeleyca.gov.

Tree permits and the fire question

Only coast live oak is protected on private property — 18 inches circumference single-trunk, 26 aggregate (BMC 6.52). Everything else is permit-free. There is no fire exemption in the oak ordinance; exception requests go through the Coast Live Oak form to trees@berkeleyca.gov. Because the ordinance is narrow, most Berkeley defensible-space work needs no permit at all; the report is for the oaks in Zone 0 that EMBER lets stay but the insurer wants gone.

Programs and money

Resident Assistance Program — the City pays a contractor for report items including Zone 0 and a one-time eucalyptus cleanup for 65+, disabled, or low-income owners in the Very High zone (510-981-3473). Free chipper days through mid-December; vegetation debris bins for hills residents via 311. Details and links on the East Bay hills page and resources.

A typical Berkeley hills job

A Panoramic Hill lot with an EMBER notice: everything but the mature oak comes out of Zone 0 (mulch to gravel, bamboo and rosemary gone), the oak gets deadwooded and pruned 5 feet off the roof, the eucalyptus up the hill is scoped for the assistance program, and the plan is written to the 2026 Landscape Guide so the inspector and the contractor read the same document.
