Oakland hills: defensible space, inspections, and tree permits
Who inspects, and what they look for
Oakland Fire Vegetation Management Unit inspects every hills parcel annually; the 2026 season began in June. Failure brings a notice with a 45-day correction window, re-inspection fees per the Master Fee Schedule, and a lien as last resort. Standards are in the WUI 604 compliance document: limb up 6 feet (or a quarter of height on small trees), 10 feet from the roofline and chimney, chips allowed up to 12 inches deep on slopes in Zones 1–2. 510-238-7388, wildfireprevention@oaklandca.gov. Zone 0: outreach 2026, mock inspections 2027, non-enforced 2028, citations 2029 — contingent on the state regulation being final, which it isn't.
Tree permits and the fire question
Coast live oak at 4 inches DBH and any other species at 9 inches are protected (OMC 12.36). Eucalyptus and Monterey pine are not. There is no fire exemption; 'hazard to life or property' and vegetation management are grounds for approval, and the report has to make that finding. Emergency waiver only for immediate threat. Replacement is 24-inch box natives (none required for removing non-natives). Unpermitted removal is an infraction plus the ISA appraised value, collectible as a lien. The inspection notice cannot require removal of a protected tree — it requires fuel management, and that's where the arborist report bridges the two.
Programs and money

A typical Oakland hills job
A Montclair lot that failed inspection for canopy over the roof and brush on the downslope. Three oaks get pruned to the 10-foot standard (no permit), the eucalyptus at the property line comes out (no permit), the one oak whose crown can't be separated from the house gets a 12.36 report on hazard grounds, and the downslope brush is scoped to the WUI 604 spacing table.
